Foreign Aid

Foreign aid policy determines how much money the U.S. provides to other countries and for what purposes — economic development, humanitarian relief, military assistance, global health, democracy promotion, and disaster response. The U.S. is the world's largest foreign aid donor in absolute dollar terms, providing approximately $50–60 billion annually, though this represents less than 1 percent of the federal budget and a smaller share of GDP than most comparable wealthy nations. Public perception dramatically overestimates foreign aid spending: surveys consistently find that Americans believe foreign aid accounts for 25–30 percent of the federal budget. The primary civilian aid agency is USAID, which manages development and humanitarian programs in more than 100 countries. Military assistance — including weapons, training, and security cooperation — flows through the State Department and Pentagon. Major debates in recent years have centered on: U.S. military and economic assistance to Ukraine following Russia's 2022 invasion; aid to Israel amid the Gaza conflict; the Trump administration's sweeping cuts to USAID in 2025, which dismantled significant portions of the agency and froze humanitarian programs globally; and the effectiveness of development assistance in reducing poverty and conflict. The PEPFAR program — the President's Emergency Plan for AIDS Relief — is widely regarded as one of the most effective U.S. foreign policy investments, having saved more than 25 million lives since 2003.
